Ok...but there is more. I want a simple makeup routine and I want to look good. I also don't have much money. Are brands like NYC and Rimmel (cheap!) not great? I need a good concealer, eye makeup, blush, and light foundation. What should I buy? Also! I need a great makeup blush brush! They are so expensive. What brand should I buy and where? For eye shadows and eye pencil's, the cheaper chemist brands are usually quite good, though stay away from Rimmel. Personally i find they'r products don't last long and need to be reapplied regularly. You could always go into your local make-up shop and over a few weeks try all the different testers and see how long they last through out the day. A good way to see value for money before you buy.
I still use Maybelline for foundation, it's quite cheap and gives really good coverage. If i go out i use Maybelline's Dream Matt as a consealer then a foundation over the top. For evryday use, i use as a consealer a product called Doctor Feel Good, its made by an English company called Benefit. Its not cheap at all to buy (about 30 euro), but it lasts absolutly ages! I have had one tin for over a year. Why i love this product is because it still makes you look natural, but the skin is perfectly flawless, really smooth and under foundation it works really well to keep your skin looking fresh. It also stops any pimples if you have to wear make up all day every day.
Im not sure what part of the world you are in, but if you are in Australia, Priceline stock a large range of makeup from all price ranges, plus brushes and other accessories you might need.

The best %26amp; least expensive makeup brand is Maybelline . Brand like N.Y.C %26amp; Rimmel are great . You should buy a face cleanser , an astringent , a face moisturizer , under eye concealer , mineral concealer , mineral foundation , eyeliner , an eyelash curler , mascara , blush , %26amp; lip color [ lip balm , lip gloss , lipstick or whatever you want ] . The brand you should buy is Maybelline from Wal-Mart .
I think I can help. I'm also on a tight budget and I've had plenty of expierence with makeup.
(You can get all of this at Walmart, Kroger, Target, etc.)
Concealer: Try Physician's Formula. I use their green concealer under my foundation and it covers redness prefectly! It's a little pricey, about $6-7, but well worth it if you have blemishes or rosacea or something.
Eye makeup: For eyeliner I'd suggest Almay.

Blush %26amp; Foundation: I have to suggest Almay again. It's more expensive than some other drugstore brands, but there really is a big difference in the quality.

Blush Brush: Try Maybelline. I can't remember where I got my brushes from but I remember seeing a Maybelline blush brush the last time I was at Walmart and that brand is generally cheap.

E.L.F. has some amazing products on their website. Most of their things are $1, but they do have some mineral makeup that is $4-$5. They sale some of their products at Target and at Big Lot's. If you don't have a credit card,I suggest you buy a visa gift card at wal-mart because thats what I did.
NYC is pretty good for how cheap it is, I like their liquid eyeliner and pencil eyeliner.
Rimmel, I don't like so much.
Covergirl has a good concealer called invisible concealer and I like their eyeshadow too.
For foundation try a tinted mosturizer??
Try Wet N' Wild. They are cheap and aren't too bad compared to other cheap brands I've tried. I'm pretty sure they have all that stuff you want too. You can get them at Rite Aid, CVS, grocery stores sometimes have a limited selection.

For a make-up brush, buy a Ruby %26amp; Millie one, they're pretty good, and very good for their price range.
how old are you? you probably dont need the concealer and foundation! little eyeliner lots of mascara and little blush does wonders!! no need for anything else. im 21 and thats all i use :)
