Any of those stores they listed are great. Look for brands Almay or Rimmel. Rimmel has really good eyeliner and Almay has really good shadows, and best of all, they're both cheap.
CVS or Walgreens!!! or Ulta!!! Yes ulta it is fabuolous!!!!!!!!!!!!!!!!!!!! you can get everthing there!!!!!!!
CVS, discount drugmart, target... they have a LOT of stuff there, you just have to look and decide whats right for you! (obviously don't buy the stuff that's 99 cents, tho...but don't spend too much. if you want fairly good makeup, you'll have to spend between 5 and 10 bucks per piece, depending on what it is)
I don't know your exact price range, but Mary kay cosmetics are the best. I am a consultant if you need one.
